Programs you will be using are as such:
Insolence
DotHalo
ADI 2.0
First you will need to open your map using the program Insolence. In my case I will be using Turf.
Scroll down the tags until you come across the "ligh" folder. Click the + to open it up. Scroll down until you locate the "effects\objects\vehicles\ghost\ghost_plasma_v ent" tag. Right click it so that an option pops up that says either "rename" or "duplicate". Simply click on duplicate. Now close out the map in Insolence and open the map up in DotHalo.
Scroll down the tags list until you find the "vehi" folder. Click the + to open it up. Scroll down until you locate the "objects\vehicles\warthog\warthog" tag and click on it. Find your "Dependencies/LoneIDs/Reflexives" window. There will be a list of tags that looks like this:

Highlight the "ligh-objects\vehicles\warthog\attachments\warthog_headl ights". Then under the "Dependency/LoneID" click on the little arrow to open up a list of tags. You will want to click on the tag that says "effects\objects\vehicles\ghost\ghost_plasma_vent_ 2". It should be near the top of the list. After you select that, then click on save changes. Now your "Dependencies/LoneIDs" should look something like this:

Now we are done with DotHalo. Now its time to give the neons color. Close out the map and open it up in ADI 2.0
Scroll down until you find the "ligh" folder. Click the + to expand it. Scroll down that until you find the "ligh-effects\objects\vehicles\ghost\ghost_plasma_vent_2 " tag and click on it. Now click on your tag editor and you will see a bunch of options that has light intensity, light burst so on and so forth. First change both "Radian Value? 1" and "Radian Value? 2" values to 0.05. I will be making red neons for my Warthog, so I am going to change all my red color values to 10 and the blue and green values to 0. After you have done all that. Find your tag information and click "Save Tag Information". We are now done with ADI. Close it out and re-open Insolence.
Here we will make it to where the neons show up underneath the Warthog.
Scroll down the tag folders until you find the one that says "mode". Click the + as usual to expand it. Scroll down and find the "objects\vehicles\warthog\warthog" tag and double click it to edit it. A list of options should appear on the right hand of the window. Find the one that says "marker" and click it. At the top right part of the window you will see the number 0. Click on the arrow and find the number 9. Click on that then click on the "coordinates option". A new window should pop up that shows the Z,Y,X coordinates. We are going to change the coordinates of the neon. Double click the values of each coordinate and replace them with these new coordinates:
"Y" Should be: 0.001747948
"X" Should be: 8E-11
"Z" Should be: -0.3428424
Close out Insolence and open up your map resigner. Resign your map, FTP it back onto your X-Box and enjoy your new neons!!! I hope I made it easy enough for you to understand.
